I'm afraid we can't let that happen if you want to become a member and admin of RS, we recruit people, not accounts. We don't allow account sharing for members, so your brother would need to have a separate one.

As for insufficient time, we make exceptions sometimes for old RS members back from 1st edition (2008-2010), anyway don't worry about that, we will just ignore this application until you make required time and get back to it when you do so.
